Heya,

My suggestion is that when a forum hasn't been visited for a fixed time, the forum will be deleted.
I myself have an advantage with this as I'm in a forum in which there is no active moderator. x_X And I am actually his boss. :P

the forum cemetary sounds like a good idea, just like if you havent used your hotmail acount for a while it becomes inactive but you can still activate it again should you wish to re-use it.
